is one of great interest to the Siamese Government, which is fully persuaded of the very serious danger that may arise unless the trade in this alkaloid is strictly controlled. To this end, certain legislation has been drafted, which will be enacted as soon as the consent of the foreign Legations in Bangkok, in so far as it is necessary, can be secured. It is hoped that such consent will be freely given.
A copy of this draft Law is annexed. It is designed to prevent the illegitimate use of Morphine and Cocaine without, however, placing im- pediments in the way of their legitimate employment in medicine. Its two leading principles are therefore :- (1) control by the Siamese Government over the amount which may be imported; and, (2) the rendering of accounts by sellers showing that they have disposed of their supplies in a legitimate
manner.

This large amount is accounted for by the seizure, on a single occasion, of 680 tamlungs of raw opium and 1,830 of 937 tanilungs of prepared opium on board a vessel going to Hongkong. It was probably in transit to the latter port, but the vessel had entered the port of Bangkok.
